| The PAWSD Technical, Managerial and Financial (TMF) Assistance Plan

In 1996, as a result of the reauthorization of the federal Safe Drinking Water Act, the Colorado State Department of Public Health and Environment (CDPHE) developed a strategy to use set-aside funds from the EPA to assess and foster the technical, managerial and financial capacity of public water systems. The purpose of this assistance is to help water treatment operators and managers identify areas of weakness that potentially threaten their system’s capacity. In October of 2006, PAWSD Board of Directors budgeted for a 2007 organizational audit to identify internal organizational challenges. After obtaining quotes from consulting firms, PAWSD staff serendipitously discovered the CDPHE TMF Assistance program. As mentioned above, the system assessment focuses on three areas of potential weakness: Technical (sufficient and secure water supply, source water protection, compliance with federal and state standards, etc), Managerial (legal obligations, specific responsibilities, staffing and long-range planning), and Financial (accurate accounting, effective planning and policies).
In 2007, the CDPHE through Stantec Consulting and at no cost to the District, conducted a TMF assessment of PAWSD. (The report may be viewed by clicking on the link below.) CDPHE used the results of this assessment to contract with Malcom Pirnie for the assistance phase. This 2008 phase involved another assessment as well as a plan for assisting the District with identified weaknesses in priority of importance to long-term preparedness and state funding accessibility.
