Hatcher Water Treatment Plant Upgrade

Background: An upgrade and expansion of the Hatcher WTP is necessary for several reasons.  The existing 27-year old treatment units have reached their maximum design life.  In recent years, the regulations for treated and raw water quality and backwash water quality (treated water used to flush the treatment units) have become increasingly stringent; the existing treatment plant does not have the technology to meet the heightened requirements. 

Site of expanded facilityIn addition, as the area around Hatcher Lake, which is the raw water supply for the treatment plant, has built out, environmental pressure on the lake from runoff carrying fertilizers, oils and other household chemicals has increased substantially.  A higher level of treatment is now required to produce the quality and quantity of water required by customers and regulations.

 

In late 2008, the Colorado Water Resources and Power Development Authority (CWRPDA) and the Colorado Department of Public Health and Environment Water Quality Control Division awarded PAWSD with a $10,000 planning grant for the engineering of the Hatcher Water Treatment Plant upgrade.  The grant money comes from the state Drinking Water Revolving Fund and required no matching funds by the District.

The District received a $6 million low-interest (3.4%) loan for the project from CWRPDA, which will be repaid over the next 20 years by customer monthly service and availability fees.  The District anticipates construction on the project to begin in September, with solicitation of bids tentatively scheduled for the third week in August.
